The Problem
Refunds don't announce themselves — deadlines do.
Under the IEEPA tariff regime, importers can reclaim certain duties through the CBP CAPE process — but only inside an 80-day filing window, after which the only path is a protest before the 180-day liquidation deadline. Miss both, and the refund is gone for good.
Our client, a jewellery manufacturer, relied on their accountant to file for what was owed back. The problem wasn't negligence — it was visibility. Refund eligibility is buried across a dozen different ACE report types, each with its own tariff lines, duty amounts, and liquidation dates. Without a system stitching them together, refundable entries simply blended into the noise. Money was expiring on the calendar, silently.
What We Built

We built a dashboard that turns raw ACE report uploads into a business-owner view of the entire refund universe: how much is refundable, what's been filed, what CBP accepted, what's been paid, and — critically — what still needs action before a deadline.
- Ingest the real reports. ES-003 line-tariff detail, entry headers, liquidation dates, CAPE declarations, refund and ACH files — bootstrapped automatically, no manual data entry.
- Classify every entry into one of 12 plain-English statuses. First match wins: Needs CAPE Filing, Needs Protest, Accepted – Awaiting Refund, At Risk / Likely Lost, and more.
- Document the principal — never estimate it. Unfiled refund amounts come straight from the ES-003 line tariff duty on refundable IEEPA HTS codes; filed and paid amounts reconcile to the penny across the CBP refund files.
- Surface deadlines as recommended actions. The Command Center leads with what's about to expire, so nothing sits unfiled while its window closes.

On the first ingest of the client's own data, the dashboard flagged $167,000 in refundable duty that had never been filed — entries still inside their CAPE window, invisible to the accountant, counting down toward the point of no return. Because the principal was documented from the source reports rather than estimated, the owner could act on the number with confidence, not caveats.
